I don't live in that area but I have an idea.
If you can find out who owns the repeater you would like to use it for a youth net.
Ask if you can start calling a youth net on the repeater.
If it is a club they might want you to join there club first.
If they don't approve you to call a youth net on the repeater.
You could still make a schedule time for youth hams in your area to meet on the repeater or ten meters.
I have talk to several young operators on the ten meter band.
My daughter is 12 years old and she has made some contacts on ten meters.
If you have a HF radio and would like to call a net on ten meters it would be easier.
You only have to check and see if anyone else in your area calls a net on the freqency at say 8pm.
If there is another net pick a different freqency or time and make sure it is not in use at the time you want to call your net.
If you decide to call a net on ten meters let me know when and what time and I will try to check in with you.
