I purchased a Kenwood 440s at a hamfest last weekend that transmits only a couple watts out on 80 mtrs. The rest of the bands work fine. The seller had a pack of diodes for the RF board but I checked them front/back and the seem OK. Receives fine on 80 ... Any ideas?

Could be an issue with the LPF board like bad relay contacts. How does the power input for the rig change when switching between 80 m and other bands with good output. If you see no big change then this indicates the filter unit causing the problem. I assume your antenna isn't the cause. Or rather you used a dummy load.
