I was on 30m early this morning around 0600 utc,when I heard two Spanish speaking stations talking to each other. Are there any countries that allow ssb on this band or are they freebanders?

A number of countries do not prevent SSB use of 30m. Indeed, it is approved for use in Africa in certain circumstances. The UK licence allows SSB on 30m (and even AM!). In fact, very few countries actually implement band planning in their regulations, the US being the notable exception.

The Norwegian regulation only specifies band boundaries, not modulation types, but it does say that the IARU and NRRL band plan should be followed - so there's band planning by reference.

And, of course, they could have been licenced stations in the Fixed Service.
