Otto 9Q6AL has been showing up on 15 and 20 meters from time to time and lists his QSL manager as DF9TA. Neither Otto nor his manager have email addresses listed on QRZ.com and Otto's bio says:

Currently does not count for DXCC "No Documentation Received".
After investigation , no legal licence only an application!

I 'assume' that means a license is pending...anyone have any info?

I'm guessing that a formal license for 9Q6AL has not been issued...at the very least not received by the DXCC Desk.

My search using Pathfinder did not turn up any new information.

Assuming a license is forthcoming and accepted by the ARRL there may still be the issue of what the effective date will
be for valid contacts going forward.

If you worked 9Q6AL, then under the "work first, worry later" maxim I'd request a card from DF9TA and then
wait to see if the operation gets approved.

This has a larger implication for those folks participating in the DX marathon.  To count towards the marathon the operation has to be approved by the DXCC desk.  I wouldn't be surprised if Otto is the only active station from DRC in 2012.

I just saw a sot where somebody asked if he was approved for credit for DXCC and somebody replied he was. I don't have the definitive answer, I'm just passing on what I read.

As for QSLs, I received a box from the buro on Friday and his card was one of those I received.

Before 9Q6AL he was signing as 9Q/DK3MO and this operation is approved for DXCC. I would assume new call sign is valid and approved too. Check this link:

Hello John, I talked to John K9EL of the CQ DX MARATHON, he said documentation has been sent to ARRL, waiting on decision, he says it looks good as they wont count it for the marathon if it is not approved by the DXCC desk, 73 Dan WG5G.
