i have a good pdc 600 swr meter that i would like to convert to an hf meter,it is a cb meter now and is way off on hf bands,is there a way to convert it to hf?or where can i look for a schematic for the pdc-600?any help would be nice

That meter should work well for hf, 3mhz and up. so what's it doing wrong?

Most of the CB meters use a sampled line for detecting the RF. This  may be OK for  VSWR over a broad range, but because the lines look shorter and shorter electrically as one goes down in frequency, the power scales are useless except on the band for which the meter is calibrated.
