Kenwood TM-731E power problem

Hi!

1.I have now TM-731E.
I realised that on 144Mhz band the power output is only 35W and 7.5A (13.2V on modul on pin3 at TX) in hi position.VR2 pot(hi power set) is in max position.
Normally power output is 50W.
Is it S-AV17 module failure?

2.  Q2 driver transistor is 2SC2538-09A-A in my radio.On schematic and on service manual is 2SC2538-22A.Why?What is difference?

3.Who can see this transistor in transceiver on 144Mhz final unit?
