If you are an ARRL member, you can search under periodicals, QST, for the February 2010 issue. Under "Columns" highlight QST:silent keys and it will creat a PDF of the Silent Keys column.
I tried to find how to do that but was unsuccessful. I will give it another go.
Later: I tried looking around the ARRL website. The only thing I found was:

Only those index entries that match all of the criteria you entered will be listed." Yet there was no text box in which to enter search criteria, and no submit button to click. I tried this in both FireFox and Internet Explorer with exactly the same results.
I also found a "Periodicals" link at the bottom of the home page by clicking the "Explore ARRL" tag:
http://www.arrl.org/periodicalsSadly, this only took me to a page encouraging me to join ARRL (I'm already a member!) so I can start getting more magazines. Again, no search mechanism, no way to generate PDF's from specific pages of specific issues of any publication.
Can you point me to this PDF generation? Despite working with HTML since 1994, I don't seem to be able to find it. Thanks!
