When looking through the lists of frequencies, I see things like this written in. In over 20 years of SWL'ing, I've never heard anyone from a forest service talking about anything, etc. Where are these people talking at?

I've never heard any of them, unless you count in the loggers that used to use CB....

I have heard what I believe were petroleum industry people on VHF Low Band skip, between 30-32 Mhz.

It depends on where you live.

If I lived in Wyoming, I wouldn't expect to hear US Coast Guard operations. If you don't live near large logging or petroleum operations, you probably won't hear their short-range VHF/UHF comms.
