 It's already being dealt with. Electric utilities are making it mandatory for PV producers who tie to the grid to insure their inverters maintain 95% lead/lag power factor correction.

 Utilities are also entering into agreements that actually pay "Interconnection Customers" who provide or absorb reactive power when tied to the utilities transmission system, so as you can see the industry has come a long way - from passive and active PF correction of power supplies to dynamic PF correction of DC inverter power sources.
