     My son in law is a metal fabricator by trade so I had him make me a 12 in diameter round (just a hair less than 1/4 in thick, I'm certain about this thickness, I just measured it) "solid" aluminum disc (plate) to use as a "mount" for some old tv elements I had. 
Using this for top hat for a vertical.

1.  Would this 12 in disc have more capacitance than simply connecting the elements together? 

2.  Shouldn't it work just as well or better? 

3.  What would be a good way to assure good electrical contact between the rods (tv elements) and the plate?

Ray,

  The disc may have more capacitance than just two of the elements, but prehaps not as much as several.  I would try about 4 of them symmetrically off the plate.  You could hold them down small u-bolts, and perhaps some conductive grease between the elements and the plate.
