I have a green light that flashes when I am close to on frequency and is solid green when I am on frequency. I noticed it flashing when using repeaters. I can tune for example from 145.170 down to  145.169 and it will act as if I am now on frequency. It will stay solid from 145.169 to 145.166 and then indicate that I am off frequency again at 145.165, 

I have tried doing the adjustment in 5-3 to get it back on frequency but I can't get L18 down to 10.85000. The closest I have gotten is 10.8539ish and it doesn't seem to stay there. It will drift up to about 10.855 or 10.859 sometimes.

Reading the frequency with a VC3165 on loan from a friend and doing so with red connected to j27 and of the black clip connected to the chassis of the radio. 

Does it sound like I have a bad part? Am I doing something wrong? Looking for suggestions.
