If they have no reason to suspect, and time is not an objective, the good old fashioned letter is likely to get through without suspicion - depending on where it is going, of course.

Whether it is being tapped  or not  really becomes a moot point eventually.  if "they" are tapping all this data from cell, internet, radio and so on.  there is so much data, there is infromation overload, so if you don't use their "keywords" they have the computer set up to look for, most of the info is just  so much noise.
