I'm looking for software that will understand 300 Baud Bell 103 standard tones by way of the sound card input.  Basically 300 baud RTTY but with the 103 tones.  Any suggestions would be appreciated.

I am not familiar Bell 103... However, MixW has the most adjustable parameters for RTTY in a sound card program that I have found. They are:
Baud Rate
Demodulator (1 or 2)
Shift
Charactor set (including english upper and lower case, swedish, russian, ascii7 and ascii8)
