Another item to add to the mix is image rejection on the receiver receiving the interference and the possible combinations local oscilator harmonics, interfering signal and image frequency.

Given that the Weather transmitter appears to be in an RF rich environment, it could be intermod with all the local transmitters in something like a corroded overlap on tower legs.

In our area we have lost the usability of two different repeater frequencies to intermod problems. Both transmitters were in RF rich environments. Too many transmitters, too much power and local metal buildings yeilds problems for all.
