According to KPC3+ manual transmit levels can be set via command typing in XMITLVL with 100 being default setting tnc to approx 5omv. I don't own a service monitor, can anyone tell me if this setting would give 3-3.5khz deviation?

The cheaters way to set the deviation is to listen to the transmitted signal in a receiver, and turn up the deviation until it stops increasing, then turn it down a few ticks. That's normally 3 - 3.5 KHz.
