Yes - test it on a weak signal (such as a more distant repeater.)

This is best done outdoors where there are fewer reflections than in the house.  It may also
be affected by your body nearby, so it takes some attention to make a reasonable test.

Set up the radio and antenna outdoors in a fixed location.  Tune around the band to find a
signal where the repeater isn't full scale (if you have a meter) or where the signal is
somewhat noisy.    To test the effect of the radial wire, test it with the wire connected and
disconnected (the wire can stay in the same place, just not attached to the antenna
connector.)  See which one gives a better signal.  You can test different whip options the
same way - just swap them out and see which works better.
