Does anyone know who makes the 2 meter transmitter chip found in the Micro-Trak 300 APRS unit?

From the description, it does not appear to be a 'chip' but a package that is shielded.
It would not surprise me if the transmitter was essentially the same sort of a chip as that used for the mini 'fm bugs' that transmit in the standard wide-fm band (88-107) with the appropriate switches or oscillator to operate at 144.36. It's 300 mw and would be standard channel width for vhf ham frequencies. (Though in the years to come I wouldn't be surprised to start seeing narrow band becoming more and more frequently used to give us the opportunity to increase the number of repeaters available to an area.)
Unfortunately I have not looked at any of the bug transmitter products or projects to see if that is a viable platform.

Sorry for the late response. Since this question was never answered, currently (June 2008) the module is made by a UK company called Radiometrix:
