The Ventennas do work well, but require getting up on the roof to install.
I have a feeling this ain't going to happen, in this case.
A window antenna at ground level is hopeless. Running hundreds of feet of coax to a mobile antenna mounted on a car outside in the parking lot is 100% guaranteed to work better.

It is a great idea but I am on the first floor and I do not have a vent to attach it to. Thanks for the reply though

I can not run 100s of feet of coax to my car in the parking lot because the coax would run over common area walkways in route to the car. This would not be too stealth for me. Thanks for your continued ideas though Steve. I am in a real tight spot here but I have been looking on the internet so hopefully something will appear that might work. 73

FYI, I have seen quite a few condos where each floor is poured with what is called light crete. I have no idea what it weighs per cubic foot. It seem to be poured as a noise deadener and is poured the thickness of a 2x4, or 1 1/2 inches thick.

Commercial buildings including condos and motels use concrete floors above ground level all the time. So do parking garages. Its held in place via a steel structure.

So what are the outside walls like?
If their wood, staple a like colored insulated wire as high as possible. (Brick, try hot glue) Drive a ground rod close by. Braid to rod, center to wire. HF vertical.
Put a wall- mounted "flagpole" near the window. Make it a resonant lenght on 2m out of aluminum. Let yer wife pick out the flag.
Can't do anything outside w/ out being seen? It's gotta get dark where you live.
I've done some pretty brave stuff in motels, hotels and even at a college. No-one even noticed.
The worst case scenario is you're told to undo it.

Also, I can not put anything outside so I am relying on inside the window on the ground floor.
-----------------
Describe "outside" a bit better. Does "I cant put anything outside" mean:
A) I cant put any antenna outside
B) I cant put anything at all outside.
Do you have a patio?
Can you put a lawnchair or patio table outside?
Do you have a BBQ?
Is there a small garden?
Does anyone have a satelite dish? Anyone?
Can you have an extension cord outside?
Can you have a portable radio with a telescopic antenna sitting outside beside your BBQ?
(IE. The radio itself is a non working prop, The antenna on the prop is your actual outdoor antenna. The "Power cord" going to the prop is actually coax feedline. neat trick huh?)
How about a set of dipole radio speakers? Detach and seperate the speakers from the "radio prop" using the wire between the speakers as a dipole antenna.
Can you have a shovel or other "garden tool" proped up against a fence? Can it be stuck in the ground - even temporarily?
Can you place a decoration like a plant outside?
A small lightpole near an outdoor patio? Quite decorative actually.
How about a bug zapper prop with an "end fed extension cord" using the extension cord as the actual HF antenna?
These are some examples. I have used all sorts of "props" as antennas. Even turned a canoe stored outside against the building into a dipole antenna! What polorization do you want the canoe to be?
Have a bicycle you want to lock up and store outside? Be sure it has one of them long "poles" on it. Get the idea yet?
What's your favorite football team? Have a BBQ outside? Install a bicycle flagpole on a BBQ as a decoration with your favoite "sports team" pennant attached to it. Just add some brats and beer huh?
Give us more details of "outside" and I will see what I can suggest.

More on the bicycle prop setup. Just buy any old bike at a yardsale for 20 bucks and use it as a portable antenna.
I too couldn't run a feedline to my vehicle either,(too far away) but I "could" run a feedline to a bicycle sitting outside. Believe it or not a bicycle can actually accomote an antenna like an "HF screwdriver" just as easily as a car or a truck. The prop can also have mobile VHF and Uhf antenna's on it at the same time too.
Just remember to bring your bike (portable antenna?) inside when your done. :)
