sending money for "award" in dx land

Hi,
I just completed the requirements for a dx award in another country. To get the award I need to send $10.00.
The award is genuine -- I am just wondering how safe is it to send money in the mail like that --- it's just 10.00 so if someone steals it, it's not such a big deal; except that I won't get the award.
For some reason, I think that Japan, Germany, etc., are "safe" to send money, but Crotia, Russia, China, aren't -- am I being rational?

Address the envelope as if it were a personal letter.
No call signs at all.
Make sure to put the money inside a piece of paper so it can't be seen through the envelope.
Then wait and see if you get the certificate.
I know one ham here that mails qsl cards and money all the time and gets back 99.5 percent of the qsl cards.

Send an INTERNATIONAL MONEY ORDER addressed to the person who sends out the Awards.
