hello, i'm trying to get the WAS award and i have noticed that amateurs in the states have these QSO parties, not knowing how it works, if a foreign station asks for a contact during the party will the U.S. station reply or would that be rude on my part?

In state qso parties, stations inside that state are trying to work anyone outside the state.
So for example, the California qso party is a great time for anyone to work CA stations. But calling stations outside CA working the CQP in is kind of rude, as they are only looking for CA during the qso party.
They are also a good time to work rare US counties.

I have not entered any logs for state QSO parties, but I think they are called "parties" for a reason. They seem like more casual affairs than, say, CQ WW.
I've worked some, casually, and I can't imagine very many participants that won't take a DX call whatever the rules may be.

I would certainly take a DX call during a QSO party that I was working in; no matter whether I was in the party state of not.
The QSO parties seem to be a much more friendly competition that the majors. At times multiples are scheduled on the same day. I work a little in all of them, just maintain separate logs. AND a log for interesting contacts (DX and otherwise) that are not part of the parties.
In this time of low propagation, a contact is a contact.

As a veteran of the PA and FL QSO Parties, I would have welcomed a call from you! You'll be very, very popular!

During a state qso party, any one actually in the state wants to work everyone (both in and out of that state). They will get points for everyone they work.
Stations outside the particular state will only get points for the stations in the state but I'm guessing most would be glad to stop and work a DX station. I know I would.

Exactly; call any one you like.
VK will be very popular.

Scott,
Aren't you the op who hiked to a desert mountaintop in remote West Texas and worked 100 stations QRP in the TQP?
I'd like to shake your hand someday. That is pretty cool.
I've thought of doing something similar in Big Bend National Park during TQP, like a 4-WD excursion on the primitive roads in the park and set up a camp station.
I believe I QSO'ed with you briefly on TSN a few weeks ago. My evenings have been hectic lately, so I haven't been on TSN.
anyway, 73.

Yes; that was me.
It was more of a high ridge than a mountain top.
The site was in Guadalupe Mountains National
Park, which is in Culberson County. I have a few
photos of the outing posted here:

That would be fun, but consider instead going to
Big Bend Ranch State Park.
Big Bend National Park is in Brewster County, and
N5DO is in Alpine, which is also in Brewster County.
N5DO also won the 'Texas Single Operator' category
last year from Alpine, with his potent contest
station.
So Brewster County wasn't hard to get.
In contrast Big Bend Ranch State Park is in
Presidio County, and there was no activity from
Presidio last year; not even a mobile. If you
have a 4WD vehicle, you are well equipped to
travel in Big Bend Ranch State Park; many of the
roads require high clearance. You would be very
popular in Presidio! Think about it.

Scott,
Thanks. That is a great idea for 2010.
We have 2009 written in stone already, haha.
Thanks again,
