Guys,
I'm trying to get JY4CI confirmed as I close in on 300 worked/confirmed.
Rafiq has posted on QRZ.com the trouble he has with QSL requests being stolen due to postal theft.
Do you think registered mail would help, or is this just a big "steal me" sign.
Any thoughts appreciated.
...would PayPal work?

According to JY4CI's QRZ profile, the problem with postal theft is occurring when amateur's enclose "green stamps" with their QSLs.
If you want to be sure of a return, I'd suggest you drop Bill Plum an email plumdx@msn.com and buy Jordanian return postage to the US. Bill also sells a line of nesting airmail envelopes.
When addressing the envelopes I'd use a printed label on the outgoing as well as the return envelope. Also make no mention of radio, callsigns etc. on the outgoing envelope. Just simply Rafiq's name and address. Keep things as generic as possible.
