TO5FJ has uploaded logs to LOTW. But I don't think ARRL has approved that operation yet.

If TO5FJ was granted the certificate required to upload logs to LotW, then by definition TO5FJ has been approved by the DXCC desk. 73, Dave, AA6YQ
