This one is still considered "pending" and the DXCC desk is looking into the situation. I'm pretty sure that if a government official issued a bona-fide license before he went QRV then the operation will count. Given that country's reputation, it may be a case of one government official saying one thing, and another with different ideas. We'll have to see. If 5N/LZ1QK is ultimately disallowed it will have cost me 3 bands in total (12, 40 and 80).
Meanwhile, though, look for 5N0OCH who's on from Nigeria with a killer signal.

I had the ARRL reject a QSL once but it was easy to gain credit later when the paperwork was sorted out. It seems that the ARRL records the QSO information anyway. Then you can just e-mail Bill Moore at the DXCC desk later once you learn that the operation has been approved. No additional submittal should be required.
I wonder if they will go back and remove credits for 5N/LZ1QK that were already awarded. He's my only Nigeria contact.

I asked Bill Moore about this in Dayton and was told that if, ultimately, the operation is disallowed then anybody who received credit will lose that credit--as it should be, of course.
5N isn't that rare anyway. As I said earlier, there's a 5N on now with a huge signal, and there have been many valid operations within the last few years.

Greetings, with repect, we foward our complain of one of your country's
licensed radio amateur,(LZ!
QK), operating in the Federal Republic of
Nigeria, without being a member of the Nigeria Amateur Radio Society, nor
obtaining an amateur radio station License from our Federal Ministry of
Information and Communication of Nigeria.
The Telecommunication Act 2006 request all radio amateurs resident and
operating amateur radio in the Federal Republic of Nigeria to be a member of
the Nigeria Amateur Radio Society, as our government, has given the
responsibility of keeping the amateur service frequency, safe for the use of
only the radio amateurs, in Nigeria, to the Nigeria Amateur Radio Society,
the responsibility of monotoring our operating amateur service frequencies,
through our national tlecommunication policy of 2007.
NARS, as a member Society of the International Amateur Radio Union,(IARU),
hereby kindly request your association through your embassy in Nigeria, to
bring this radio amateur to his correct human thinking, as from today's
date,(06/05/2009), till the 16th day of May, 2009, as from that date,the
law of Nigeria as it relates to the amateur service shall be applyed on him,
as his location is known within Nigeria.
