are Z20U and XX9ZM Pirates (unauthorized stations)

I worked last week on the cw portion of 20 meters Z20U. He just exchanged reports with me and nothing else. Z20 is Zimbabwe. I saw on one of the dx group reports that a German station worked him in 2007 on 20 meter cw.
I wonder if someone else has ever heard or worked this station or can I presume he is a pirate since there is not that much activity from Zimbabwe these days.
Similarly on May 20,2009 I worked on 20 meter phone XX9ZM from Macao. I know there were a few other staions that worked him that time. My beam was also pointed north over towards the pole and it seems his signal was coming from the Far East However I have been unable to find any other information on this station.
All he did was give his name and a report. Can I assume that he is also a non authorized (pirate) station.

Not a single spot on the cluster for Z20U, but Z30U is very active on the bands in CW. He's listed at qrz.com.
