If your HT takes 7.2 volts then by all means use a 6 volt gell cell. The 1.2 volt difference will make your output power a little less which means the radio will run cooler when xmiting. No sense in grinding up 12 volt energy through a voltage regulator just to get 7.2 volts. Plus a 6 volt battery of the same current capacity as a 12 volt, is half the size and weight!
When charging your battery just make sure you use an unregulated wall wart power supply at either 6 or 12 volts (depending on the battery you choose) and it should be rated at 10 percent of the current capacity of the battery. This way you won't overcharge the battery and the unregulated power supply ensures you have enough "head room" voltage wise to overcome the internal resistance of the battery to bring it up.
As for myself, I don't worry about deep disharging my batteries. It's not a good thing to do, but even if I do, the batteries are only around $15 to $21 bucks. About the cost of a movie and popcorn.

Thanks for kicking in there! I couldnt remember if that was an issue.
So if I have two 12V4.5AH gel cells, I should put them in parallel? Or use one till low and switch to the other?

use a 12v cell and a voltage regulator to bring the voltage to a voltage that you need.
12v into a LM78xx will give you 1A capacity, a 1w zener and a TIP31 as a pass transistor would be more then enough for any hand held device.
