Over a 2 week observance
Ive noticed a lot of Techs using SSB on 75m, 40m & 20m as of late.
Also
Quite a few Techs & Generals in the SSB Extra portions of the same bands.

Could it be that they've upgraded but the upgrade hasn't hit the database yet?

naa... because if they had then they'd be using either "slant A G" or "slant A E" at the ends of their callsigns at least once every 10 minutes... At least one hopes so.

Have you contacted them to let them know they're out of band and someone noticed?

Well first off let me state contratulations and my deep genuine approval of your observation and concern. Kind of like the way I look up call sign license class when I note a 2x3 call in the extra frequencies, besides it never hurts to be able to call a person by their first name when you make contact with them.
But as previoulsy mentioned, its probably a case of just forgetting to use the AG or AE when they ID. In which case you might remind them that they have to tack on that addition to their call until their upgrade hits the official records of the FCC.

What about when you hear a 1x3?
Or a 2x2?

Actually all of the calls I communicate with. You see as far as HF is concerned for the past almost 3 years I transmit using ONLY either SSTV, Digi SSTV, or PSK (a small amount of RTTY). My computer log is not linked to the internet services so I have to look up all calls I log in for the details.
I prefer to restrict my activiteies only to digital and Image modes.
So to answer your question I look up all the calls I work. My preference is the FCC web page but if I am in a hurry I use the call search on this site or on the QRZ site.
Thus far everyone I have worked using image and digital modes have been legitimate (so far at least). Or it could be that the bad guys just do not like getting up before dawn to use their radios.

Operation by some stations beyond license privileges or without a license has been a constant over my 40+ years in ham radio. It reduced somewhat when the Callbook began including license classes but never went away. Same with 'slim' DX stations.
