Because that's how the rules work.

A license class change is defined by FCC as a modification, not a renewal. If you moved or changed your name, those would be modifications too.

The only routine ways to get a renewal (new 10 year license term) are:

1) File for renewal in the last 90 days of the license term, or the 2 year grace period after the license expires. (If you send in the renewal early, FCC will send it back).

2) Get a vanity call. FCC does this so the vanity call fee doesn't have to be pro-rated for the length of the license term remaining.

So just keep an eye on your license expiration date, and when it's 89 days away, file for renewal online. Or download Form 605 and file for renewal by mail.

I don't know why FCC doesn't just renew licenses when they do another action such as address license class change. I've been a ham long enough to remember when they did, but that was back in the days of 5 year licenses.

But they don't do that any more.

I will add one thing to EY's reply....

Membership does have its privledges.

In addition to free renewal if you are a member of the ARRL in good standing they will notify you when your license is about to expire so that you can renew your license.

If you do not wish to join the ARRL for this perk then a local radio club in your area might also perform this function. You might want to join such a club.

Renewal is free as mentioned above if you are a member of the ARRL and the FCC site also has a free online renewal page for you to update and or modify your license details.
