Are there any data bases that list hams by QTH (city) or name, rather than call?

For US licensed hams (or GMRS, ship, etc...) there's the FCC's ULS database:

Hello from Reno Nv. Go to qrz and main menu and click on name search and type in a name of zip code to get all the hams in your area...73 Bob K7RNV
