You answerd your own question. 90% of hams ARE lazy. And CHEAP (just list something for sale somewhere and see).

just my opinion after many years in the hobby..

I'll second the cheap comment!! They all want something for nothing. Kind of goes along with the lazy thing.

Complain, Complain...
When was the last time you or your "BUDDY" actually Gave a presentation at your local meeting about HOW to call the net, what is involved, what to do with the net report, Etc. Etc. ? ?
WHY HAVEN'T YOU Given the above said mini-class ?
LAZY ?
To YOU (and that "BUDDY") calling the net might seem like a piece of cake... but to average JOE HAM, he's 1.) CLUELESS, and 2.) AFRAID he'll screw things up, make mistakes, etc. And frankly, from your Cursing and name calling in just your question, I can see WHY some (most) people might be intimidated and afraid to make a mistake, lest you "come down hard" on them for screwing up.

I suggest you offer to present a short (SHORT) program on just HOW to handle being and NCS. Do the others you want to call the net have a printed ROSTER ? WHY NOT? Print out some rosters... print out a short "cheat sheet" on how to handle nets and net traffic. There are members of your nets that wouldn't mind calling it, if they only knew what to do.
There is a TON of information, power point presentations, handouts, and lots more available on the internet. Just Google National Traffic System... Granted maybe your nets AREN'T all traffic nets but the info can be adapted.

Next, after you have presented the class, then ask for volunteers to call the next net (while they are still fired up from your "FRIENDLY and INFORMATIVE" Class.) If you are met with total silence, then (I assume you know some of these people...) APPOINT SOME ONE... CALL ON THEM SPECIFICALLY BY NAME ! (at the class, in front of everyone) all it takes is one to break the ice.

Then, as hard as it may be... when net time comes around, let them handle it (without all your GD this and F'N that) YOU've made mistakes,,, and so will they.
everyone needs to make their own way in learning.

Again, as hard as it may be... JUST DON'T CALL THE NET if no one steps forward... Within a few minutes of the net being late, probably about 7 or 8 net members will get on the air and ask..."anybody going to call the net??" Don't answer. Don't call the net.... let it slide for one night... it's sure to be talked about.. but remember, you were going to be unavailable. Next time the net rolls around and people ask... just say, "it was not called because I couldn't do it, and no one else would. We need net control operators, and I'll be happy to train you. "

Then BE happy... don't belittle, don't cuss and swear, just TEACH !

I think NBB hit the nail on the head. Most people are afraid to call the net. Even though they have been around for a while they aren't sure how to do it. They are afraid to mess up and look foolish. Some may be afraid that their station capabilities won't handle it.

Find a couple of people who would be interested and provide some training. Provide them a printed "cheat sheet" with the proceedure, opening and closing statements, etc. Perhaps let them act as NCS a couple of times while you are present to help them out.

As with most things, if you simply ask for a volunteer to take over one night then everybody will assume that somebody else will do it. Have a couple of guys in the wings that you can ask specifically.

You have leaders and you have followers. you have type-A people that are self motivated and you have the rest which are mostly drones!

The club provides warmth and security to the drones and an opportunity for the few leaders to "lead".
In the crowd a drone or two will shout up and stir the pot a bit or try to impress the other drones....

But when addressed to perform they slink back into their seats.

This phenomenon is not just related to nets or Ham Radio!
Look at your office meetings and see those that do and those that don't.

To be fair many are lacking the self confidence, skill, drive, motivation to lead. Think about the other aspect only leaders and no followers!

I was a net control for many years and your experiences are nothing new or unique!

You are an unappreciated type-A person that the drones are taking advantage of. If you can't get anyone to help I agree with the other poster miss a few formal nets and see if any drones step up. If they do then you can train them etc.

If no one steps up you're wasting your time and energy so move on. Leave the hive and find a new group of drones willing to work.

I'm so lazy I don't even call or check into nets. They are waste of my time and I don't understand why there is any concern at all about them?

re 7G...

no.

Just for your info, I am a hard core capitalist atheist who seeks and desires (though does not expect it to happen) to eradicate all religion and religious based morality from the face of the damn earth.

NO JOKE, although as previously stated I am a realist and do not expect it to happen in my lifetime still I can add my little contribution.

There are three people who I allow to tell me what to do and what to say: My father and mother (both deceast for a long time, and he who signs my paycheck (which would include the FCC as a kind of paycheck boss). Other than that list I truly do not give a flying F*** what anyone else thinks, wants or desires.

So you know where you can shove your suggestion.

Re CRY, I understand your last statement. It unfortunately is an all tooooooo common thing. BUT I will support you in that statement SOMEWHAT based on a couple of pure facts:

1) There are Far do GD nets already. Every Tom, Dick and Harry wants a net named after them like it will be their eternal radio flame. We need to eliminate these functionless worthless nets leaving only those that serve an actual function and purpose.

2) The planning of nets both functional and non functional is slip shod and in many cases does not exist. Adequate research frequently NEVER takes place. A net too long causes people not to want to waste their personal time doing nothing. A net too short makes them say what the hell was that. Either way participation and the anticipation there of will not happen very often.

3) Interaction is important and frequently lacking. Local nets on local repeaters make interactions such as a group picnic or whatever possible. Interaction increases group participation. National and regional nets make it much more difficult to interact. Some do not even try.
