KENWOOD TR-9000 no power out?

bought a TR-9000 at a hamfest not working. found the diode at the power socket to be shorted. replaced that and rig receives fine however on high power it only has 100-200mW max output even with ALC VR set fully clockwise. The input of the M57713 final needs ~200mW so what i did was connect a HT with ~200mW to it to see if i can get the 10W out while the TR-9000 in TX. It still didnt put out more than the 200mW or so (it did seem it put out a little more power when it was all warmed up though).
I got the service manual and TP1 and TP2 were much higher than manual specified.
I'm having a hunch the M57713 was damaged but maybe something in the ALC circuit could be bad?
The final has the correct voltages (DC and bias supply) on TX.
Any ideas?

Analyze what you know.
The module has the correct voltages.
The module was driven with 200mW.
No output therefore the module is bad. The ALC controls one of the module voltages and if it's correct then the ALC is not the problem.
What you didn't state was the current draw in TX. If 1-2A the module is bad. If 5-8 the output circuit is bad.

Yes i was thinking that. Just under wishful thinking :)
It draws about 2A on TX so the module is bad. Ive heard you can pop off the cover on some of these and check for small cracks but this one looks like its maybe glued shut. A replacement module costs about $65 from RF parts + ship which is more than the rig is worth.

I'd think the rig is worth more than $65. It was a very cute 2m multi-mode. I used to use one on my bicycle with a gel-cell and a halo on a 3' mast behind the seat, back about 28-30 years ago or so, and made hundreds of 2m SSB contacts while "bicycle mobile." That was worth more than $65 to me.
