interference through TV/DVD amplifier & speake Reply

I have no experience with CB radio and no technical knowledge. My neighbor installed a system with an antenna on his rooftop a couple of months ago, and whenever he uses it, his voice comes through my amplifier and speakers--even with the sound turned down. It makes watching DVD's impossible, and also the TV when i run it through this system.

Also we have a china cabinet which has touch-sensitive lighting (three levels), and this goes on and off spasmodically whenever the neighbor is transmitting. I spoke to him about it and he said that he was going to install a better grounding system; but after several weeks nothing has changed. There is a city ordinance about nuisance which deals with electrical appliances interfering with TV and radio reception; but this is a somewhat different matter. I'm wondering where to go with this, not wanting to cause a feud with the neighbor yet wanting him to feel some pressure to fix the situation.

Start out by reading the following:

You need to understand that your equipment is regulated under Title 47 CFR Part 15 of the FCC rules and carries the following statement:

"This device complies with part 15 of the FCC Rules. Operation is subject to the following two conditions: (1) This device may not cause harmful interference, and (2) this device must accept any interference received, including interference that may cause undesired operation."

What this means is manufacturers of consumer electronic devices operate under a less stringent set of rules regarding interference. This allows them to make a lower cost product than would be the case if their products had to be formally type accepted.

You must take the first steps to resolve the interference problem by performing the actions described in the documents above including, contacting the manufacturer of the device for assistance.
