Freestanding 25g questions

Hi all.
I would like to put up a 20' 25g tower in a concrete base. the location is on the slope of a hill overlooking a valley. I cannot locate on the top of the hill, but can on the slope near the top. the wind here gets up to 70mph but not often, about 4 times each year. I will be placing a 15lb antenna radio combo that is round (omni) and about 18"h x 8"diameter. I plan on using one 40" section buried in concrete, then two 10' sections. the question is, Do I need to guy this tower? it will be difficult as I only have the two sides. the third side is down the slope and difficult at best to anchor properly. I may be able to mount all equipment before raising the tower, meaning minimal climbing during install. Just maintenance climbing.
any advice would be great!

The Rohn book permits 14.2 Sq. Ft. of antenna on a 20 foot free standing 25G tower for 70MPH wind with no ice. The required base however is 4'x4'x4' of concrete.

Most base failures I see come from plugging up the legs with concrete and having the legs fill with water, or not keeping the leg bolts snug on self-supporting towers.

My .02 worth - I once had 40 ft free standing and didn't like it with only light VHF antennas on it and me climbing it every so often so I guyed it - all in accordance with the Rohn manual. Loved it once it was guyed.
