Hustler 4BTV Troubleshooting

I just installed a 4BTV, ground-mounted with radials, and grounded to a 4 ft. ground rod, and fed with RG213 with the RF coils/chokes at each end, per Hustler's instructions. I have low SWR on all bands covered but I can't get my AT50 to recognize the low VSWR on 40 and 20 meters. 10 and 15 meters are fine via my tuner. The only thing I did differently I mounted the pipe in cement in the ground, we live next to wetlands and the pipe wouldn't stay vertical very long with an antenna atop it. Hustler recommends driving the pipe into the ground minus the cement. So my question is; how do I get my AT50 tuner to tune 20 and 40 meters autmatically? Any hints or suggestions?

What's the SWR without the tuner and why do you need a tuner?
I don't know the AT-50 but some tuners go into bypass mode when the SWR is low enough... if you've got a match you don't need the tuner!
Now, I expect the 4BTV properly installed with enough radials will have a greater than 2:1 SWR at the band edges on the lower bands, and the tuner should recognize this, but I don't know what the bandwidth of the antenna is.

Do a search in this forum on the 4-5BTV and you will find about a days worth of reading. Lots of good information on Mounting it as close to the ground as possible...radials and adjusting and re-adjusting the measurements.

I'll second N3OX's question/comment.
If the SWR is low, why use the tuner at all? Automatic tuners usually won't even search for a match if the match is already good; and the resulting indication would be the same as it not working.
