Is there an HF net for young and younger hams? I started one on VHF. It has been fairly successful. If I wanted to start a young ham net on HF, what would the process be? Any rules or regs?

Local nets are held on 10 meters, if you want something where you have reliable range start no higher than 20 meters.
To my knowledge just pick a good freq within the band plan which is often free of interference and use that. Setup a stable schedule for the net. You will probably want to announce the youth net and publicize it off air too on places like the internet (MSN, Facebook, Yahoo Groups).
The only problem I think you will run into is a low number of youth (say 30 and under?) taking part. One of the big limitations is cost and space. Most people in their teens and 20's are spending money on school, clothes and things like that. It took me forever to get a half decent 10 meter rig with University eating up all my money.
A VHF/UHF repeater-irlp net may be more successful but coordinating reflector space and finding dedicated repeaters can be difficult or harder than finding space for an HF net. Then of course there is the issue that you are now avoiding HF all together.

Legally a net has no more or fewer privelages to a frequency than any other individual ham licensed for that frequency has.
The best way to start is #1. get a group of interested people together pre-net formation who all plan to be on freq. at the given time. That will ensure that u aren't calling CQ THE YOUTH NET and getting zero answers. Naturally, more people will check in as they hear it - but this assures you a certain base memberhsip.
Next - listen to the freq you pick at your chosen time for a period of time. I would suggest at least a month for a weekly net - this is to make sure that there is no existing net or sked on ur choosen freq. If you find it busy, be polite and choose a different freq. Or contact the stations you hear and ask them what their sked is so u can coordinate a mutual use of the freq.
Then, publicize your net on other nets that you participate in. Also announce it online, in club news letters. You can contact the League to see about having it added to their directory also. Mention it in your daily QSOs.
Finally have a good - consistant net control. Consistancy is king. If you start a net - you must have the net come hell or high water. Pull from your initial pool of members to work out a net control system and also make sure they help NC with relays.

KI4RSS is a local ham (11 or 12) who's started a young ham's net on 20M. He runs it about 8pm Eastern, Wed. nights on 14.251. Of course, I'm much too old to participate but I thought I'd pass it on. :-)

Caedens net has moved
20-meter-net
I am a 10 year old general starting a net on 20 meters. I had an announcement on here already about a net on 80 meters, but I ran it about 4 or 5 times and didn't do to good. This net will be called the young hams net. It will be run at about 8:00 pm eastern standerd time. My main relay will be W4KVW his name is Clayton. My call sign is KI4RSS and my name is Caeden. I am only running about 100 watts so I don't get out to well. But I have a real good recieve in both of my radios so I should be able to hear you. The net will be on Wed. nights on 14.251. The purpose is to get young Hams to participate in the hf bands, but any one can check in. Try and mention the net to any one you talk to. Young hams with General license or extra only...thks
