Do you want new or used? If new, I don't see how you can get a much better deal than the Yaesu 2900:

The 1900R is a bit cheaper on the same site, but at not so deep a discount.

Now, I haven't used either, but I would be tempted to give either a shot. I'm not really happy with the rather difficult menu system in my Kenwood 271A in the same price range.

Your best bet for this is going to be to get a HT with an external antenna. This way when you get into the hobby you can spend a little more money and get a better rig and you'll already have the antenna! You'll also have a HT that you can use in emergencies!

well i got my ticket a while back so now instead of using my dads call i can use mine.

yeah, well i have the ic-v82, (a very nice handheld by the way) and my dad has an old half wave antenna that used to be for his truck.he got a new antenna so i was thinking icould get an amp, about 50W or so and hook it up to the antenna.my mom isnt really fond of the idea of an external antenna, so it would have to be in the attic.
