I was wondering if there is a means of offering the novice course over the internet? It would give access to more people and at convenient times. If testing for the license is not a part of the course this might be a solution. At the least a study guide on the net would help in preparing for the exam.

Sadly, one of the requirements for the novice course is that it is a hands on activity course aimed initially at scouts and generally at "Youth"... so a correspondence course is probably out.

Wow, so classes are required? They aren't required here. I am personally involved in a study guide project for the US Technician license that would be online.

Would anyone like to start working on a possible U.K. Youth Club? If so, please email me (available on the call book here @ eHam.net).

Yes,

In the UK, the full licence (With or without CW) is just a written test, however the "Novice" licence has a mandatory hands on course (Including construction, erecting an antenna and much more) and you have to be signed off as completing this course before you can sit the novice written exam!

I think that would be a wonderful idea. Considering there must be millions of young hams. If we created an organization specifically for all of us we could efficeintly distribute ham gear to those in need and at the same time increase the intrest of amatuer radio with the younger generations.
