I have this problem sometimes - when I squeeze the PTT button my finger also hits the UP button that increments the frequency. But it could also be due to a wiring problem in the mic or in the rig that causes the two buttons to appear to be pressed a the same time. Does pressing the UP button on the microphone also key the rig into transmit mode?
