Neighbor raised his CB antenna 2'..interference

Neighbor just raised his antenna 2 feet. How do I know? He was talking about it on his CB and I could hear him through the TV. Normally I would just throw a filter on...but in the days of digital TV and satellite systems...I need some guidance.
TV is a Philips 27" flat panel, I can only hear him on the "HD" channel that the Dish Network satellite box is connected to. I only hear him if the satellite is on.
We have external powered speakers (Bose) and hear him through that. With the TV off and speakers on...silence. Change the channel on the TV and we don't hear him. Turn off the Dish box and we don't hear him.
So...would getting an inline filter help in this situation? Would I put it between the dish itself and the Dish box (lead-in enters home in basement, connects to a proprietary splitter)? The only F-type connectors are on the dish cable and the cable coming from the splitter to the box. Dish box and TV connected via relatively good-quality component cables (5 wire...3 video 2 audio).
I assume I jsut can't get a generic noise filter as its satellite and not over-the-air signal...or am I wrong on that?

Ignore my blithering. Survey says a standard TV high-pass will not trounce the satellite. Carry on.

The sat signals are all digital. If you are able to hear his audio then it is his signal getting directly into the audio system in some manner. What kind of connections are you using between the TV and the sat box? If its component audio then thats an analog signal point where he could get in. Is it possible for you to use an HDMI connection between the sat box and TV?
The other thing would be to put a common mode choke on the sat downlead coax like we often do with ham antennas (10 turns of coax in an 8-inch coil) only put it near the receiver. Its likely that the downlead shield is acting as the HF antenna picking up his signal an bringing it into the house where it can get into the analog audio connections.

As with any RFI problem, you have distance, shielding, and filtering. If you do not know how the signal is getting into the eqpt, you will just be guessing about the filter(s) needed to correct the problem.
If you remove the external speakers and use internal speakers, do you still have the problem? Are the speaker cables shielded?
The dish box usually converts the signal to either some IF like chan 2,3, or 4... or to a baseband level. How is your box set up? Are unused ports of the splitter properly terminated?
Describe your set up better.

I'll try the choke tonight, definitely.
Wife just relayed that we can now hear him through the radio on the alarm clock as well. Thankfully I DONT hear him on any of my receivers (unless I tune to the freq he uses, which makes me feel like I need bathe after listening for a few minutes).
I'm thinking there was more to this little "move" than he's letting on. Before we could only hear him through the POS karaoke machine we bought our daughter a long time ago. Now since this change...its coming in from all kinds of new places. Would a simple 2' raising of the antenna really cause this...or is it more likely to be broken coax and/or an amp?

If I was causing interference to my neighbours tv I would expect them to tell me and I would get it sorted out.Approach your neighbour and tell him that his transmissions are causing some problems with your tv.Ask him to lower the antenna to the original height and see if it cures the interference, after all two feet higher or lower I dont think anyone will notice the difference on hf frequencys anyway.

Comes through internal and external speakers. Speaker cabling is shielded.
We have a 4-room Dish setup w/ HD so its actually 2 dishes. Two pieces of coax come down the side of the house (the said facing him. hmm...) and into the basement connected to a splitter. I'll have to go back and look at exactly how many runs go where...but there is an unused port on the splitter and it has a terminator on it..that much i do know.
The boxes physically output to TV only via component cables. Its two boxes for 4 systems so the remote TVs (which do NOT get any interference) get their signal via UHF channel 60.
We're a couple of hundred feet from him. He's using a 3/4 groundwave base antenna (i think thats what its called) on 20' of mast.
So far its just one TV and the clock radio that we hear him on. The TV sitting NEXT to the clock radio we don't hear him. I can plug in an unused analog TV into the wall and not hear him on it, and the main TV we can hear him on....we can't hear him when we shut off the Dish box.

In the multiple years we've lived out here...he's NEVER answered the door when we knocked. We can hear him in there, we can see him in there (and i've yelled "YOU KNOW I CAN SEE YOU IN THERE, RIGHT?") and no answer. We've dropped off errantly delivered mail, knocked to tell him he had strangers in his driveway the night before, etc. Nothing. He's a bit of a weirdo.

How do you know its CB. Many people, myself included, use and or used certain types of CB vertical antennas for our/my 10 meter Amateur Radio Band? Did he say he was CB?
IF IF the neighbor is CB AND IF he is running an illegal amount of power when he transmits (legal is limited to no greater than 4 watts AM and 12 watts SSB ) then you could in theory turn him into the FCC as an illegal station. BUT you should also know that the FCC in general no longer gives a damn about the CB violators unless the violation is a truly very bad vaiolation.
IF the person is in fact an Amateur Radio Operator you need to know that the FCC allows amateurs to run up to 1500 watts of power depending on the license being held at the time. And you should also be aware that as a licensed amateur he has a license to transmit while you on the other hand do not have a license to receive TV. The FCC will side with the amateur as long as he keeps his station within FCC ham radio rules and regulations specs.
IF you are living in a Home Owners Association area and the antenna must have the approval of the HOA Committee THEN be the person amateur or CB you could find out if a 'LEGAL' permission had been granted. AND IF NOT you could if the HOA does not decide to do so bring a legal action in a court of law forcing the person to take down his external antenna (IF there is a clause in the purchase contract requireing permission and or banning external antennas//consult your legal rep on this matter).

Trust me...he's on CB. If he talked the way he talks on amateur he'd be in a world of s--t. Besides I can tune to the freq for CB chan 2 and he's there. He's CB.
And no HOA. I'm in the middle of nowhere. Its not so bad that I hear him in my sleep. I'll play with filters and whatnot and make it go away.
Or his tower will have a gravity lesson. Whichever one comes first (I'm joking).
