1. (archaic) To dampen; to render damp; to moisten; to make humid, or moderately wet; as, to damp cloth.
2. (archaic) To put out, as fire; to depress or deject; to deaden; to cloud; to check or restrain, as action or vigor; to make dull; to weaken; to discourage.
3. To suppress vibrations (mechanical) or oscillations (electrical) by converting energy to heat (or some other form of energy).

o Usury dulls and damps all industries, improvements, and new inventions, wherein money would be stirring if it were not for this slug - Francis Bacon
o How many a day has been damped and darkened by an angry word! - Sir John Lubbock
o The failure of his enterprise damped the spirit of the soldiers. - Thomas Babington Macaulay
o Hollow rollers damp vibration. - [1]

Maybe if we could understand besides the smoke smell what a damp amplifier is?
As far as the smoke smell I would remove the meters and the fan and place the rest in the dish washer with some dish washer soap. After the amplifier is thoroughly dry reassemble.
At HP we would wash much of the medical equipment that got soaked in D5W in the dish washer.

If its cigarette smoke. I would wipe down covers with warm water on a rag, not soaked just damp. Cleaners havent worked for me as well as just warm water. Then run the amp for all its worth. and in a few years the smell will be gone, or you will get used to it.

Depends on construction.
If it has glass-epoxy boards in it, it will take a lot of abuse... dishwasher, etc.
If it uses the older PC boards, they will absorb liquids and take days to dry. A toothbrush and alcohol is probably the best bet, maybe first wiped with a little baking soda solution.
Older point-to-point wiring units you are on your own. Some can be washed with soap and water, some will take alcohol, and some won't. I would probably start with alcohol and a toothbrush, though.
Good luck!

im going to do the soapy damp rag trick to thecovers, then spray some electical contact cleaner{redidue free } on the inside.with the amp upside down, the residue should drip out. the smell is noticable, but not too overbearing.just unplesent.

Some of the "boat anchor" radios I restore have been owned by smokers. Most everyone smoked in the 50's.
On the nastiest and stinkiest radios, first I make sure the radio "works" at least to some degree before doing any cleaning. Then after removing certain components that I don't think will survive the dish washer (tubes, power transformer, etc) , into the dish washer it goes. I stop the dish washer before it goes into the dry cycle.
When I remove the radio from the dish washer I carefully blow it "semi dry" with compressed air and then sit it in the summer sun to dry. After a week in the direct HOT summer sun, I reinstall the components I removed and check it out to make sure it works as well as it did before it went in the dish washer. Then I proceed with the restoration. Variable cap shafts have to be re-lubed and pots are sprayed with a good cleaner / lube.
As I said earlier, I do this only with the worst of the worse. So far I have not ruined anything.
Your results may vary.

Try leaving it in a cupboard for a few weeks with an ozone generator.
