Follow-up Report  Time owned: 6 to 12 months
Removing the 100 pF across L1 restored my power closer to 3.5 W. Now the draw is 450 mA across 12.6 V, much better for power, but still almost 6 kHz high. I am sending my crystal back to Oklahoma City for adjustment. Unable to add enough pF acros the polyvaricon condenser to warp the crystal down that far, from 28.2150, to my assigned 28.2098. More to follow on this adventure....
