Two major important items you cannot forget.
1. A full tank of gasoline.
2. A heavy duty generator.

Emergency kits here contain mainly drinking water, as Australia is an arid country, food and means to cook it.
In my case the emergency kit is contained in my 4WD and makes me self sufficient for a month including all power generation for the dual battery setup to drive the radio, refridgeration and of cours the starting battery. What it means I can be anywhere anytime, as long as I am not in the path of a tsunami or major flood. PS I always camp on high ground!!!!

Don't forget some cash.
Many stores have back up power, but if the
phone lines are down you wont be able to
use a credit card.

It wasn't missed. Its under our sanitation supplies on the list. Our sanitation pack also has moist wipes, anti-bact soap etc. Just wanted to keep it from being to long to post every individual item. WA2JJH has good points on the meds. You sound like you are in the medical field?

Water purification tabs, lomitil, Cipro, atropine sulphate and epi-pen.
Flashlight with built in AM/FM/NOAA alert radio.
Bag of clothes, I would though away after use.
Swiss Army knife, and a swiss army knife like rig. FT-100D(low power rx mod added) or Icom 706-IIG. ATU and premade 15m DIPOLE. Dual band H-T with external power cable
Couple pairs of cheap FRS radio's. Cell phone W/AA batt adapter AND SOLAR CHARGER
50 Amp gell pack with solar charger.
M.R.E's, flares. Protein Bars. Megavitamines.
Fully stocked first aid kit or first responders kit. cheapo defib and emergency AIR to O2 converter/compressor.
A KITCHENS SINK-Just in case you have to barf! Hi-HI.

I like the list overall, but I have a couple of teaks:
Meds for 72 hours or a week if there is a serious problem when going without them.
I pack raingear instead of a pancho...
This is a Boy Scout thing where you have a lightweight set consisting of rain pants, jacket and (my favorite) an Outdoor Research Seattle Sombrerro hat.
Other Boy Scout-type items that I like to have are listed below:
compass,
maps,
GPS,
at least 1 gallon of water in quart sized Nalgene bottles,
tea bags,
honey,
spoon,
a small pot,
a stove,
fuel,
water purification (Polar Pure, Aqua Pure, or a filter,
Fire starting items such as a Hot Spark and tinder.
Since I hate to be hungry I also carry snack bars and possibly a jar of peanut butter and/or freeze-dried or canned meals!
