Your cherry picked purpose is only one of 8 or 9(?) that the FCC lists, and is NOT a main point, but a sub point.
Note that the ITU Regulations which govern AR by international treaty state that amateur radio is purely for personal purposes, while governments are only 'encouraged" to allow AR participation in emergencies.
Note that amateur radio existed before government recognition or regulation. It does not need a "justification" or "purpose". Even after US federal recognition AR existed for decades before the regulating agency created a "Basis and purpose".
-Don't carried away with the importance of emergency communications in AR. It's only a small part of a vast hobby.

The rules and regulations in this part are designed to provide an amateur radio service having a
fundamental purpose as expressed in the following principles:
(a) Recognition and enhancement of the value of the amateur service to the public as a voluntary
noncommercial communication service, particularly with respect to providing emergency communications.
Ham radio can be a hobby, but that is not our main purpose. We improve the the radio art, and provide emergency comm.
