older high sierra antennas

Anyone have the following experience with the High Sierra (circa 1995).  ON 40m I have an SWR of 1.4  ON 20m it won't go below 2.5  This antenna worked just fine on 20m in the same vehicle and identical conditions before.  I was out in the rain a lot so I opened it up, cleaned it up, including the spring, and still on 20m I have 2.5 on 40m 1.4.  The ground to the vehicle is fine.  continuity between antenna, mount, and auto frame.

When I put my hand around the base of the antenna at 14mhz, the swr drops to 1.2...that is to say when my hand is wedged in between the base of the antenna tube where the internal transformer is located and the trailer hitch mount...without my hand there, the swr is back up to 2.5.

any ideas?
