The final for HF and VHF are different, so I doubt is is a final. Have you tried reseting the transceiver?

Ribbon cable failure of the two ribbon cables next to each other at the front of the radio which connect the top and bottom boards is a very common problem on the Icom 7000. Whoever is fitting them at the factory is a ham fisted gimp. They're getting creased and the contacts are getting folded back when they're inserted into the sockets.

This guy on his Youtube channel has several Icom 7000 repair videos and in many cases the faults which aren't finals are down to these two ribbon cables that link the top and bottom PCBs.

This one had an odd receive problem and that ended up being the ribbon cables connecting the two boards.

I would hook up a known good dummy load directly to the transceiver TX OUTPUT to eliminate any possible bad cables or antenna tuning problems - then go from there to tracking down your problem.

The ribbon cables hardly ever go by themselves, in other words just crack or break.  The copper typically peels away when you remove them and try to push them back in.  So if no one has opened the radio and messed with the cables then I doubt the cables are the problem.

The Driver board has more that likely been burnt out, you can replace it but it's a bit of work.   Experienced repair person will avoid pulling those two front cables and get the job done, but it's tricky.   If your doing it your self I suggest that you make sure Icom has the driver board in stock and also just pick up two new cables.
