Can anyone ID the QRM here?

Sorry, no audio. This appeared while listening to 5J0P on 15m CW. Gradually built in strength and then disappeared suddenly after about 5 minutes. I've seen it on other bands as well. Anyone know what it is?

I've read that the Russians operate a high powered Over the Horizon radar
on our 15 meter Amateur band. Maybe they do likewise on other HF bands?

Not Russian OTH radar, that would be 200khz. or wider. It looks about 20 khz. wide, so it could be DMR modulation from a broadcast station testing in region 2 or 3. As it is in the amateur band, I hope they blow their finals. 73
