How to get licensed for 630M transmissions?
« on: April 10, 2017, 06:50:03 AM »

So, what's the first step for me to get licensed, or permitted by the utilities, (unclear what the exact word to use there), to transmit on 630M?

Is there an online form I can fill out to start the process or do I have to start sending technical letters to my utilities technical folks regarding their PLC use?

I believe the FCC is still working with the Electric Grid operators to create a system. I would not expect any movement on this until after July 1.

Hi - Yep there is no approved process or authorization for US hams to use 630 or 2200m at this date of writing.

Please (please) don't be tempted to put a ham signal on the air as any interference or issue at this time would likely further delay the process - and its illegal.

But do take a listen and see what you can hear - one good start is setting your Rx on 474.2 USB and using WSPR (or wsjtx in wspr 2 setting) -even with a normal HF long wire/vertical you'll be amazed at what you can decode in most of the lower 48 states at night from the current part 5 experimental grant stations (there are a lot of them)

For 2200m set your wspr2 decoder to 136kHz USB you may decoder WH2XND from AZ at night or other stations. Of course there is CW and JT9 too out there - Best of luck - Laurence KL7L

Is there any way to view this without requiring a password?

Review the on-line form from the UTC website. Fill it out, wait 30 days you'll either be approved or not almost everyone has been approved.

Here is the FCC official order.

Quick question,  how does the UTC notify the amateur radio operator?  I filled out the form and have not heard anything.  Not even an acknowledgement of me filling the form out.

thanks

Same situation here. I'm thinking of creating some 630-m transmitting ability and I'd hate to find out after all that work and expense that I've been rejected.

Max, there is no confirmation from the UTC that anyone filed a request for LF/MF operations. It takes about 30 days to get a response. If you don't get a response and want to make sure you can transmit I can pass on the phone number of the clerk handling these requests. The ARRL says if you haven't received a response after 30 days you can start operations. I think this is a potential problem.  So far I don't know many Op's that haven't received the approval. Only 2 were turned down, both for operations on 2200 only. There doesn't appear to be a clear cut way to challenge the UTC's decision.
They should offer an on-line tool that provides a list of a station's status it doesn't seem that would be asking much of the controlling authority (the UTC).

Ditto and that goes back to May or so.

From the ARRL article  http://www.arrl.org/arrlletter?issue=2017-09-21

" If UTC does not respond within 30 days, they may commence operation."

And yet from  http://www.eham.net/articles/40106

"UTC is responding with approvals. I received the following today..."

Ugh.

The UTC application does not grant a license - just tacit permission or a direct denial of authorization to operate on the two new bands. I say tacit as here is the pertinent wording of the response:

"UTC has determined that your proposed amateur radio station would not operate within a horizontal distance of one kilometer from a transmission line that conducts a power line carrier (PLC) signal in the 135.7-137.8 | 472-479 bands. "

When I applied, I did not receive a confirmation of the receipt of my application. But I did receive an approval response within the 30 day window. The email came from  lindi.harron@utc.org via utcex.onmicrosoft.com but it was signed by Mike Etzel, Mike.Etzel@utc.org, 202-833-6839.

Well, I have submitted to the UTC the on web form.  And hold extra class license. From everything I have read, I wait 30 days and if not told by UTC not to operate I will be good to go.

I did get a warning from eham this topic had not been posted to for over 60 days. So hope the info is current.
