Drop the squelch (raise the volume) on the radio and listen to the audio of these packets? How do they compare to those packets that decode correctly? Do they sound clean and are they of an adequate audio level? It's possible that the problem isn't with your radio, but rather the transmitting station. Maybe the quality of the packet signals of the remote station are not that great (ie. distorted, noisy, too high or too low audio level, or multipath).
Do you know if the signals you are trying to decode are from mobile vs. fixed stations (like digipeaters)?
