RTTY signal on 3.900?

I tune in for a round table on 3.900Mhz weekdays at 6:30AM CDST.  There is a very loud RTTY signal on that frequency now.  Does anyone know what it is and where it comes from?

I have heard signals like that in the upper end of 75 meters for decades.  Most of them are intruders using encrypted signals and you will not be able to decode them with anything you have..  There are many intruders in amateur bands, that is just a part of life.

Well then, we need to find those North Korean intruders and send them back where they came from.
