Frank (W3LPL) is operating legally on 630 M.  He is running 5 watts into a resonant quarter wave inverted L tied into his massive 160 meter ground system.

I don't think anyone was accusing Frank of any sort off illegal operation or pushing the limit.

I wasn't suggesting that LPL was doing anything illegal. He's not especially strong at my location. Do you know the dimensions of LPL's inverted L? Is it full size? How much is vertical/horizontal?

in my opinion there are only one -- perhaps two -- WSPR beacons on 630 that are probably operating illegally. One is much louder than its neighbors. Pretty easy to tell with a mode like WSPR.

Am hearing his beacon on 474 khz right now with endless NA
groups finally followed by his call,em section and /B.
Signal is 569-589 here with slow QSB 200 miles to the
south in broad daylight with a "beacon" speed of 5 wpm
near B'ham.

Could be using the 190 foot tower and tx of former NDB

Yeah, he's really been going at it for the last few days and especially tonight. He's transmitting WSPR right now on several frequencies between 475.6 to 475.7 kHz, with different power levels. Almost certainly he's using LYQ's 190' tower. I don't hear his cw 'NA' and 'AN' markers often.

OTOH I do miss K9FD in Hawaii who's been off the air for the past few days. That's a great station for long haul antenna tests. I took advantage of a break in the frigid weather last week to move my new E-probe to a better location away from the house where it seems to be hearing a little better.

Also, I notice that WSPR guru K9AN in Urbana Illinois is now monitoring 630 meters most evenings. He really hears well.
