What does PTT vs Full-Time Talk Group mean?

I'm trying to understand Talk Groups and how they work on repeaters. 1) I noticed that some talk groups on a repeater are listed as PTT, whereas others say "Full-Time".  What does that mean?

2) Is my understanding correct that the Repeater owner only allows you to talk on certain Talk Groups, but if you have your own hotspot, you can use any Talk Group you want?

Talk groups pertains to digital. D-Star, DMR.

Full time is when a talk group is set as the default  the particular band or time slot will repeat.  That can be "hard coded" by the sysop so that it's "permanent", i.e. no one can change it, or it's limited to a specific set of talkgroups, or no limits at all.  Users in the field select a talk group by entering in the node/repeater/talkgroup (depending on the protocol, DStar, DMR, etc) then transmitting, hence the name "PTT". 

With your own hotspot you can set up whatever you like, including multi-mode if you want (MMDVM).
